Exhaust noise law in Northern Ireland?

I'm just wondering what the actual laws involved are for exhaust noise in Northern Ireland. I understand that a great deal of legislation in the UK as a whole is designed with some lee way to allow it to be decided by a Police officer at the roadside. A lot of subjective terms are used and not fully defined, understandably because having a completely clear cut specification would lead to a lot of overhead, as for testing noise levels you would need to actually perform an objective test instead of a PC knowing 'wow that car clearly didn't sound like that from the factory'.

Which has the following:
(2) Exhaust systems and silencers shall be maintained in good and efficient working order and shall not after the date of manufacture be altered so as to increase the noise made by the escape of exhaust gases.
That seems pretty clear, and is a good start for understanding what is legal and what is not. Some complications come up when you think about cars that come from the factory with a natually loud exhaust (due to either the engine or just the exhaust system). Or cars that come stock with valved exhausts, where 'normal' is perfectly quiet unless high in the revs, and 'race' or 'sport' is very loud indeed due to the valve in the exhaust opening and the higher revs if it's an automatic.
To be able to sell a car model, it must meet certain regulatory requirements for each market. One thing I've been wondering is, does the regulatory process for selling a new car model in the UK include testing for noise emissions 'at their noisiest'? Or would they be tested and passed at their 'normal' configuration (ie valve closed, normal mode) and if someone were to put such a car in 'race' or 'sport', it would actually no longer comply with the noise regulations - and now be illegal?
I know there's been a pilot of noise cameras in some areas of GB, but reading this just leaves me with more questions. And of course things will be a little different in NI.
These questions are coming from an owner of a completely stock car, that can be very loud if wanted due to the affomentioned modes and stock valved exhaust, who gets plagued by cars going down our street with heavily modified exhausts that are easily 5x as loud as my car at it's worst. They shake a glass of water in the back of the house.
Local police and myself understand the only 'fix' is for spot patrols, and ticketing for modified exhausts. And every car I see do this is definitely modifed and did not or could not sound like that from the factory, but if there was a car to do a similar thing in 'sport' exhaust mode, would it really be allowed to be ticketed down the modified exhaust route? Can anyone point me to any laws on excessive noise emissions from cars in general?

In the early stages of the Tory leadership contest the Boris Johnson camp concluded that Michael Gove would pose more of a threat than Jeremy Hunt in the final stage of the contest, and it is widely assumed at Westminster that this assessment resulted in Team Johnson lending Hunt the votes he need to beat Gove by just two in the MPs' ballot.
That's not looking such a good judgment because Hunt was more assertive than we've seen him before, challenging Johnson repeatedly on specifics.
Judged on these skirmishes, Hunt won the debate handsomely.
Johnson did better in the second half than in the first half - fighting Hunt to a draw on tax, to my ears, and deflating Hunt a bit by making him admit that his "Keep Kim Darroch" pledge only lasted until Christmas.
Johnson is determined to play down the risk of a no-deal Brexit, while Hunt isn't.
While Hunt is willing to be at least moderately critical of President Trump, tonight Johnson refused point blank.
